TOWN OF DEER TRAIL, COLORADO BOARD OF TRUSTEES Regular Meeting July 1, 2003
CALL TO ORDER
The Board of Trustees of the Town of Deer Trail met in regular session on July 1, 2003 at the Town Hall, 555 Second Avenue, Deer Trail, Colorado. The meeting was called to order by Mayor Pro Tem Tami Stoumbaugh at 7:01 p.m. ROLL CALL Mayor: Trustees Present: Gary Lavoie, Russell Ness, Tami Stoumbaugh, Dutch Venter, Melvin Wood. Staff Present: Patti Owens, Town Clerk; Randy Eldringhoff, Maintenance. Public Present: Martin Vasquez, Debi Wood, Sharlene Wood APPROVAL OF AGENDA
TRUSTEE LAVOIE MOVED, TRUSTEE WOOD SECONDED to approve the agenda. The motion carried. APPROVAL OF THE MINUTES
TRUSTEE WOOD MOVED, TRUSTEE LAVOIE SECONDED to approve the June 3, 2003 regular meeting minutes. The motion carried. PUBLIC PARTICIPATION Martin Vasquez addressed concerns about street lights near his home that are not working, speeding in the alley behind his home, and suspected drug traffic in the area. The Board advised him to contact Arapahoe County Sheriff's Dept. and request extra patrols in his neighborhood. REPORTS
Water & Sewer The Town Clerk reported water usage for the month of June, 2003 was 2,245,800 gallons compared to 5,403,140 last June. Average sewer flow for June was 41,375 gallons per day. Financial
The Town Clerk presented the 2002 audit to the Board for review. Acceptance of the audit was tabled to the August, 2003 meeting. Safety Committee The maintenance man continues to conduct playground and park inspections.
CDBG Grant The Town received total reimbursement from Arapahoe County for the $7,742 mosquito sprayer. The swing set was ordered on June 5, 2003. TRUSTEE LAVOIE MOVED, TRUSTEE NESS SECONDED to purchase an additional infant bucket seat to match the one ordered with the swing set. YES: Lavoie, Ness, Stoumbaugh, Venter, Wood NO: None ABSENT: Haight, Rector The Mayor Pro Tem declared the motion carried. GMS, Inc. Sewer Project Per a phone call from Ed Meyer, GMS, Inc., they are working with several agencies for final approval of the sewer project. GMS, Inc. is hopeful that funding will be committed in mid-July.

Siren System
The Board discussed cost of a new siren/storm warning system. Grant sources were also discussed. The Town Clerk will contact Department of Local Affairs for possible grant money. NEW BUSINESS Liquor License Renewal/Jerry-Lee's TRUSTEE WOOD MOVED, TRUSTEE LAVOIE SECONDED to renew Jerry-Lee's liquor license. Voting was as follows: YES: Stoumbaugh, Venter, Wood, Lavoie, Ness NO: None ABSENT: Haight, Rector The Mayor Pro Tem declared the motion carried. Workers' Compensation Opt Out The Town Clerk explained that the Town of Deer Trail usually opts out workers' compensation coverage for the Deer Trail Housing Authority Commissioners. TRUSTEE WOOD MOVED, TRUSTEE LAVOIE SECONDED to approve Resolution 03-02 providing that certain appointed officials of the Town of Deer Trail shall be deemed not to be "employees" within the meaning of the workers' compensation laws. Voting was as follows: YES: Stoumbaugh, Venter, Trustee Wood, Lavoie, Ness NO: None ABSENT: Haight, Rector The Mayor Pro Tem declared the motion carried. Clerks' Institute TRUSTEE LAVOIE MOVED, TRUSTEE STOUMBAUGH SECONDED to approve the Town Clerk's attendance at the 2003 Clerks' Institute in Boulder, July 13-18, 2003, with the town paying up to $710. Voting was as follows: YES: Venter, Wood, Lavoie, Ness, Stoumbaugh NO: None ABSENT: Haight, Rector The Mayor Pro Tem declared the motion carried.
CORRESPONDENCE
A letter from Arapahoe County scheduling an on-site monitoring review July 8 was presented. A note from Deer Trail resident Clara Hanks thanking the Town and, specifically, Trustee Venter, for Town Clean-Up Day was read. Galaxy Cablevision explained programming changes. A notice of a West Nile Virus presentation by Tri-County Health was acknowledged. ADJOURNMENT
